School Designation
November 25, 2025
Dear Bradley Creek Families,
I hope the school year is off to a successful start for you and your child. I am writing to inform you that Bradley Creek has been designated as a Targeted Support & Improvement Additional Targeted Support (TSI-AT) school by the North Carolina State Board of Education. As outlined in ESSA Section 1111(d)(2), North Carolina is required to identify schools for targeted support and improvement. TSI-AT schools are those that have one or more subgroups that are underperforming.
At Bradley Creek, the underperforming subgroups identified are Students with Disabilities and English Language Learners. The purpose of this designation is to improve educational outcomes for all students, close achievement gaps, increase equity, and strengthen the quality of instruction.
As a TSI-AT school, Bradley Creek is required to develop a comprehensive plan that outlines how we will improve student achievement for these subgroups. The plan will also detail how our district will support our efforts and monitor our progress. This is a planning year. This is the time for the goals and strategies to be reevaluated and guide our work over the next three years if this designation cohort
The comprehensive plan will address the following areas:
-
Standards-aligned Instruction
-
Professional Learning Communities (PLCs)
-
Implementation of a Tiered Instructional System (MTSS)
-
Data-Driven Decision Making
-
Family and Community Engagement
We have set the following goals for Bradley Creek this year:
-
Bradley Creek Elementary will reduce opportunity gaps for Students with Disabilities and English Language Learners by increasing their participation in core instructional supports, intervention programs, and enrichment opportunities by 10%, as measured by intervention participation data and enrichment enrollment records. Progress will be reviewed through PLCs and school leadership teams to adjust supports as needed.
-
Students with Disabilities and English Language Learners at Bradley Creek Elementary will demonstrate a 10% increase in proficiency in reading and math on state assessments and district benchmark assessments. Growth will be monitored through progress-monitoring tools, data meetings, and PLC reviews, with instructional adjustments made based on student data.
Here are some strategies that we will implement to improve student outcomes:
A. Strengthen Tier I Instruction (Core)
-
Implement evidence-based instructional practices (explicit instruction, modeling, guided practice, checks for understanding) in every classroom.
-
Establish a Tier I Instructional Look-For tool and conduct monthly learning walks.
B. Provide Effective Tier II and Tier III Interventions
-
Use MTSS progress-monitoring tools for targeted students.
-
Deliver small-group instruction for identified SWD and ELL students
-
Use research-based interventions.
C. MTSS Meetings & Data Cycles
-
Ensure every student receiving intervention has a documented plan with goals and progress graphs.
-
Include EC, ESL, AIG, and intervention staff in MTSS review meetings.
D. Align Instruction Across All Student Support Plans
-
Include EC and ESL teachers to collaboratively plan with grade-level teams.
E. Increase Access to Differentiated Learning
-
Provide differentiated materials, scaffolds, and enrichment activities within units of instruction.
-
Use flexible grouping within classrooms based on student needs (enrichment, on-level, intervention).
Also, parent engagement is at the heart of our school improvement efforts. Here are some ways we can work together:
-
Ensure that both you and your child know the academic expectations set for your child this school year. A list of learning objectives in student-friendly language is available from your student’s teacher(s).
-
Make sure that your child is prepared and attends school each day.
-
Monitor your child’s homework.
-
Monitor the progress your child is making and attend meetings with your child’s teacher(s).
-
Keep track of our website and social media sites
-
Volunteer.
-

We are committed to improving student performance. It is important to remember that just as no single score or grade tells the whole story of a student, neither does it tell you everything about a school's performance or the opportunities that our school provides. The intent of receiving these designations is to improve educational outcomes for all students, close achievement gaps, increase equity, and improve the quality of instruction. We’re excited about this school year and are working to make it a success for your child. Already, we have:
-
Established a daily D.I.V.E. (Differentiate, Intervene, Validate, Enrich) time in grades 1–5 to target individual student needs.
-
Hosted a Dolphin Discovery Night to inform families about our instructional programs.
-
Raised funds through the Bradley Creek Flood the Cove Fun Run and strengthened our partnership with the PTA to support student programs and school initiatives.
-
Scheduled a Science Night for April 1st to engage families in hands-on learning experiences.
